The Secretaries’ Association of the Legislatures of South Africa (SALSA)
SALSA was established as an information-sharing association of Secretaries and Deputy Secretaries of Parliament and Provincial Legislatures. The scope and nature of its activities changed from a mere information-sharing mechanism to proactively searching for best practice in running the administration of the respective Legislatures, and providing technical input and support to the Speakers’ Forum of South Africa. It now makes recommendations to the Speakers’ Forum on matters of common interest and sector-wide programmes.
SALSA works through various clusters (composed of employees of the Legislatures) in the different functional areas to facilitate the work of the Legislatures. The clusters of professional staff meet on a regular basis to share information, knowledge and experience, to arrange inter-legislature visits, to share best practices as well as to carry out specific projects and assignments.
SALSA provides leadership to implement the sector approach at administrative level in legislatures and works closely with the Legislative Sector Support regarding joint sector programmes.
