According to National Council of Provinces Member, Honourable Tidimalo Legwase, the training programme is a must for all parliamentarians and provides practical tools for use in oversight and monitoring processes as part of the daily work of Members. She expressed gratitude to the Speakers’ Forum for creating such opportunity and thank the LSS for implementing a highly successful programme.
Starting from a conceptual foundation the training proceeded to demonstrate the link between monitoring and evaluation, lawmaking, and oversight.
The Masterclass concluded with exploring key monitoring and evaluation frameworks and useful tools for legislatures. Part of the training included teams of learners working together to develop a monitoring and evaluation framework for real-life oversight and development interventions and legislation.
Next week 29-31 July will see a repeat of the WITS Masterclass in Oversight, Monitoring and Evaluation owing to overwhelming interest and is open for members and officials of all SA legislatures – enter via email to lss@parliament.gov.za.

Ms Modiba who serves as Content Advisor for the Portfolio Committee on Higher Education in Parliament, now has a better understanding of how Monitoring and Evaluation theory converges with legislative work. She appealed for this function to be strengthened in legislatures and more emphasis should be placed on evaluation studies.
“It might be useful to pursue (monitoring and evaluation) academically” – these were the words of Honourable Modise from the National Council of Provinces having completed the WITS Masterclass in Oversight, Monitoring and Evaluation.
Honourable Eleanor Spies, a Member of the National Assembly, felt privileged to join the Masterclass which gave her a deeper understanding of monitoring and evaluation, lawmaking and oversight and how all these elements work together to strengthen democratic governance. She enjoyed the opportunity to share experiences and ideas with Members from Provincial Legislatures and expressed appreciation to the Legislative Sector Support for providing such platform.
