More than 60 learners from Parliament and Legislatures attended the second round of the WITS Masterclass on Oversight, Monitoring and Evaluation from 29-31 July 2026. The participants spanned from parliamentarians to officials and graduate trainees who interacted and collaborated on group work to test the application of monitoring tools in practice.
According to Ms Nathalia Borchard, Parliament Committees Section Manager, “the Oversight, Monitoring and Evaluation training is very insightful, and provides excellent intellectual stimulation. It is deepening our understanding of applying Theory of Change to parliamentary oversight.
The facilitator is exceptionally knowledgeable about the legislative sector and solicits meaningful input from participants while effectively instilling the theoretical concepts, making the learning experience engaging and enriching.”
The terms results chain, monitoring matrix, CREAM indicators, evaluation matrix and theory of change now form part of the enhanced vocabulary of the learners in attendance.
The Masterclass focused on understanding of concepts, clarified the interface of Monitoring and Oversight and explored key monitoring and evaluation frameworks whilst sharing useful tools for legislatures to assist with monitoring.
The Speakers’ Forum SA through the Legislative Sector Support mechanism created this opportunity for enhancing the oversight, monitoring and evaluation skills of Members and officials.

Mr Dustin Davids from Parliament’s Committee Section shared that the Masterclass was extremely engaging and the course challenged how oversight is conducted, especially the monitoring and evaluation aspects and how these impact on the oversight and accountability model of Parliament. “The Monitoring and Evaluation Results Chain Framework is a great tool in enhancing oversight.”
