Co-operative governance and oversight highlighted in Speaker's Budget Vote address

Co-operative governance needs a sharper focus by both Houses of Parliament.

This was the sentiment shared by National Assembly Speaker Baleka Mbete during her introduction of the budget vote on 22 July. "What would be the contribution of the Fifth Parliament in furthering the areas of focus expressed in the National Development Plan, and the President's State of the Nation Address, amongst others?" questioned Mbete. "As part of this process, Parliament should also embark on a process of measuring its impact and outcomes in relation to legislation, oversight and public participation processes."

Speaking on actual budget allocations within the current Parliamentary budget, Speaker Mbete said that a total of R361 million would be allocated to Legislation and Oversight activities. This is an increase of 4 percent compared to last year. "The continued implementation of the Money Bills Amendment Procedure and Related Matters Act, and support to Committees are given budgetary prominence under this programme," said Mbete.
